GPP Helpdesk Webinar –How to design tenders using the “MEAT” (Most Economically Advantageous Tender) award criterion

Sustainable Public Procurement (SPP) is an important tool to achieve environmental policy goals relating to climate change, resource use and sustainable consumption and production especially given the importance of public sector spending on goods and services in Europe. This is the first of four webinars of 2022, as part of the European Commission’s Helpdesk service on GPP. The webinar will focus on the Most Economically Advantageous Tender (“MEAT”). According to the EU Public Contracts Directive (2014/24/EU), tenders must be awarded on the basis of the most economically advantageous tender. It can be identified on the basis of price or cost only, using a costeffectiveness approach, such as lifecycle costing, or on the basis of price together with other elements, which can include qualitative, environmental and socially responsible factors (best pricequality ratio), linked to the subject matter of the contract.
